Cloud infrastructure starts with a free tier, then bills by use: instance-hours, GPU-hours, GB-months, data transfer and AI requests. Dedicated government cloud is contracted by capacity. The Data Exchange is always opt-in; private cloud contents are never sold, and government workloads stay excluded.
